President Luiz Inácio Lula da Silva’s chief of staff resigned Thursday amid an ethics scandal that threatened to damage the president’s chosen candidate to succeed him in the country’s election next month. Erenice Guerra, left, who took over as chief of staff this year so that Dilma Rousseff could run for president, had come under growing pressure to step down over allegations that she participated in a scheme to receive kickbacks for public works contracts. Ms. Rousseff has not been linked directly to any wrongdoing. Despite allegations that she condoned Ms. Guerra’s conduct, Ms. Rousseff is leading by a wide margin in polls ahead of the Oct. 3 election.
